The reason why the expelled congressmen are unaware of this decision is because the leadership of the party has not yet been clarified.
The National Electoral Committee of People’s Actionchaired by Ricardo Zuñe, proclaimed Julio Chávez and those close to him as winners on June 14 to assume the leadership of the party.
Faced with this, Doris Guerrero Guerrero, former president of the Electoral Committee, expressed through a statement issued on June 16, that this new committee lacked legitimacy. “to disregard the results of the internal populist elections, held on October 31, 2021, the same ones that awarded Edmundo Del Águila Morote and his national executive list as the winner”.
On July 26, the Chavez leadership, proclaimed the winner, applied to the Registry of Political Organizations (ROP) of the National Elections Board (JNE) for registration as a National Executive Committee.

This leadership had been questioned because two of the investigated congressmen were part of the aforementioned National Executive Committee: Elvis Vergara, who would assume the general deputy secretary of organization; and Ilyich Lopezin the secretariat of representatives and electoral affairs.
However, on July 27, the ordinary national plenary approved the license of these positions, requested by both congressmen, during the time that the investigations are carried out in the Public Ministry. Chávez was sworn in on July 17 as the national secretary of Popular Action.

“I think it’s not fair and it’s a low blow from people who usurp ownership of a party with tradition. He is a person who has no representation in the party.”he concluded.

Meanwhile, Congressman Elvis Vergara declared to the press, in the same sense as López, that the document lacked legality.
“As long as there is no document that has legal weight, we cannot comment on that, it seems more like a pamphlet. A document with legal weight is one issued by an institution, person, authority, recognized as such. Any individual who wants to raise a charge cannot issue a document that has legal weight,” I consider.
Likewise, he said that whoever signs the expulsion “is usurping functions [del secretario general]” and that “The party is in the process of institutionalization and the caucus has to respect that process. When it’s over, we’re going to have to coordinate actions”.
Congressman Juan Carlos Mori spoke on his social networks, stating that the statement about his expulsion is “lacking in legality” and only seeks to “surprise the population.”
