Mackay is a lawyer for the National University of San Marcos. In addition, he is an internationalist and president of the Peruvian Institute of International Law and International Relations. He has been a professor of international law at the Inter-American Juridical Committee of the OAS and a full member of the Peruvian Society of International Law. He has also been dean of the Faculty of Law at UTP.

Miguel Rodriguez Mackay was appointed last June as chief adviser to the ministerial office of the then Minister of Agrarian Development and Irrigation, Javier Arce, who did not last long in office due to several questions.
