One of the last appointments of the ministerial cabinet of President Gustavo Petro was that of his new Minister of Information Technologies and Communications.

The chosen one turned out to be Mery Janeth Gutierrez Cabezasa lawyer from Los Andes, a specialist in contract law and in management and ICT, according to her resume. However, the new minister is also a businesswoman.
According to documents in the possession of EL TIEMPO, it is the majority shareholder (97 percent) of Programar Televisión SA, in reorganization, whose subscribed capital amounts to 1,480 million pesos.
His partners in the programmer are Rosalba Jaimes Mora and Natalia Romero James. And among the clients of the now minister’s company are Coldeportes, the Congress of the Republic, the ICBF, the National Television Commission and Radio Television of Colombia RTVC itself.

In addition, Programar has a claim against the now-defunct National Television Authority, on whose board of directors the ICT portfolio sat. After the liquidation of that entity, the demand was headed by the Communications Regulatory Commission.

According to the demand, held by EL TIEMPO, the programmer (Channel 1 television space concessionaire) declared himself a victim, since 2013.
As part of the Unión Temporal Radio Televisión Interamericana SA, it filed a claim for control of nullity and reestablishment of the right against the National Television Authority ANTV.

He claims that it was “dispossessed of fifty percent of the television spaces that it had been exploiting on Channel One as a member of the Temporary Union Programming Televisión SA and RTI Televisión under Contract 089 of 2003 signed with CNTV which were illegally delivered to RTVC, which this entity exploits today directly, through other concessionary programmers of Channel One and private individuals (fl.3, c.1).
The case went to the Administrative Court of Cundinamarca and last week the final arguments were presented in a case that, if the Nation loses it, it could cost the treasury more than 45,000 million pesos.

According to the file, the case is pending judgment. And, according to the defense of the Nation, in which the State Legal Defense Agency has intervened, the claims are unfounded because RTI Television he declared himself not interested in the contracts and it is a matter of solidarity.
