The mechanism Covax of the United Nations Organization (UN) owes the Mexican government 52% of the vaccines against Covid-19 that it paid for since 2020, equivalent to 75 million dollars.
According to data from the UN, Mexico has received 24 million 615 thousand 249 doses between April 2021 and March 2022, that is, 48% of what was agreed with the international organization.
However, the last shipment was received five months ago, on March 2, with 2 million 032 thousand 800 vaccines of the brand AstraZeneca.
In this regard, the president Andres Manuel Lopez Obrador announced that they will file a lawsuit against Covax for an amount of 75 million dollars in Covid-19 vaccines that have not been delivered.
“It’s the last straw,” said the President during his morning conference.
“Imagine giving them money in advance for the vaccines, I think it will be a year and we have been looking for an agreement, being tolerant because it is an international organization, but we are not cover-ups,” he said.
In other words, the agency has only delivered vaccines worth 84 million dollars, of the 159 million that the federal government paid as an advance.
For this reason, President Andrés Manuel López Obrador insisted that these international organizations must be renewed.
The United Nations launched this mechanism in order to guarantee an equitable distribution of vaccines against Covid-19 at a more accessible price, when the developments of pharmaceutical companies were in the final stages of research.
The Mexican government, through the Secretary of Finance and Public Credit (SHCP) paid 159.8 million dollars in advance as a requirement to access this program.
In addition, it presented risk guarantee documents for 20.6 million dollars.
The agreement aims to guarantee doses for 20% of the Mexican population, that is, up to 51 million vaccines, considering a two-dose scheme, according to the initial estimate.
Of the vaccines sent through the Covax mechanism, one million 031 thousand 940 correspond to the pfizer pharmaceutical and 23 million 583 thousand 300 are from AstraZeneca.
The federal government signed the contract for participation in the mechanism on September 25, which was delivered to the Covax Facility office, through the Permanent Mission to International Organizations, based in Geneva.
This would allow the administration of the President Lopez Obrador access to vaccines for the population once they hit the market.
Mexico received its first shipment in April 2021, six months after having made the deposit for its acquisition. In addition, in the last year there were delays and deliveries were not constant.
The clashes between the Mexican government and the mechanism of the international organization have been constant due to delays in the delivery of doses.
In February 2021, the head of the Ministry of Foreign Affairs (SRE), Marcelo Ebrard, expressed his annoyance at the malfunction of the mechanism.
“Covax has not delivered a single vaccine and 51.5 million doses were purchased for 25.75 people. Today we wait for you to tell us when they are going to deliver, because December, January, February has already passed, it is the only instrument, we are concerned that it is taking time and, at the same time, the purchase of more doses by the countries that are hoarding is announced ” , stressed the chancellor.
In April of this year, President López Obrador asked the Covax mechanism to send vaccines for children under 15 years of age, since, so far, only Pfizer is authorized for use in this population group.
“What we have with Covax is enough for us, because it is more than 78 million dollars and the vaccines for children cost us, according to what they informed us yesterday, around 30 million pesos. In general, that is, what we already have is enough for us,” he assured.
However, the director of the Pan American Health Organization (PAHO), Jarbas Barbosa, announced that Mexico was not listed among the countries to receive pediatric doses, as it is a self-financing nation within the mechanism.
“Make a new commercial agreement between Mexico and Covax It would be the ideal option so that Pfizer’s pediatric vaccines against Covid-19 arrive in the coming months and a vaccination campaign for children can be carried out,” said Barbosa da Silva Jr.
As a result of this response, the undersecretary of Prevention and Health Promotion, Hugo Lopez-Gatell, described the mechanism as “not very efficient”, so they had to purchase the pediatric doses directly from the pharmaceutical company.
“Covax turned out to be an inefficient system, definitely that is my conviction, the conviction of us, of the government, the President himself has expressed it: Covax was not the solution that was expected to achieve neither equity nor efficiency in the vaccine distribution. But we are adhered to the mechanism and we will be monitoring it, seeking, increasingly, a shorter delivery time”, he stated last June.
