Since Captain America: Civil War, there have been few mentions of the international agreement known as the Sokovia Accords in the Marvel Cinematic Universe. Disney+’s upcoming She-Hulk: Attorney at Law is set to change that.
Series head writer Jessica Gao told The Direct, “This show will answer the question of whatever happened to the Sokovia Accords. It’ll happen later in the season, but you will get an answer to what actually happened to the Accords.”
The third Captain America film not only divided the Avengers, but it introduced the Sokovia Accords, which required “enhanced individuals” to register and comply with the guidelines and regulations set by the United Nations. Certain members of the Avengers agreed with the international agreement, the other half stood vehemently against it. Despite being presented as a major change on Earth, there weren’t many projects following the film that acknowledged the Accords, aside from WandaVision and Black Widow, which featured passing mentions of them.

She-Hulk: Attorney at Law will not only feature superhero action, but exciting courtroom comedy, both of which have been highlighted by some of the series’ many clips and trailers. The marketing for the Disney+ series has brought attention to Jennifer Walters’ expertise as an lawyer and the legal services she offers. But Walters won’t be the only superhero lawyer featured in the show.
Recent trailers confirmed that Matt Murdock — following his return to the MCU in Spider-Man: No Way Home — will appear once more, this time in full Daredevil costume, in She-Hulk. Gao recently explained the team didn’t actually expect to be able to include him. She said, “Well, first of all, we were shocked that we were able to use him… Like, when we first heard that he was on the table, I mean, we couldn’t believe it. We kept thinking like, ‘Okay, at some point, someone’s gonna say ‘Just kidding.” Like, ‘It’s a cruel joke, and you actually can’t have him.’ And it just kept going and kept going.”
Gao also revealed there were limits to which MCU characters they could include in the show. Spider-Man was one of them. “I will say, the one MCU character that really bummed out a lot of the writers in our room that we couldn’t use was Spider-Man and anyone involved around — like in the Spider-Man universe.” The reasons behind those limits were either because of rights issues or because Marvel Studios has other plans that might conflict.
She-Hulk: Attorney at Law premieres on Disney+ on Aug. 18.
