The former congressman for the Liberal Party, Luis Fernando Velasco, will be the new person in charge of the High Council for the Regions. This was confirmed by a source to EL TIEMPO, who assured that the National Government offered him to occupy the position.

Velasco is a lawyer from the University of Cauca (1993) with a Master’s Degree in Government and Public Administration from the Menendez Pelayo International University (2013).
He was councilor of Popayán and president of that Corporation. At 27 years old, he was elected mayor of the capital of Cauca, achieving a recognized management that allowed him to be designated as one of the best municipal leaders in the country.
As Government Secretary in Cauca he fully committed himself to a negotiated solution to the conflict and was appointed president of the Peace Commission in this Department. This mission later led to the signing of the peace process between the National Government and the M-19.

He was national director of the Office for Disaster Prevention and Attention and later, with the support of the country’s foundational sector that works for microenterprises, he was appointed manager of the Corporation for the Development of Microenterprises – Microenterprise & Cía. He ended his time in the national administration of the time, as presidential adviser and coordinator of the South Plan, achieving important advances in matters related to the eradication and substitution of illicit crops.
In 1998, he was elected representative to the House for the department of Cauca. During the 1998-1999 legislature, he was president of the First Constitutional Commission. During his tenure as a representative in the Chamber, he actively participated as a member of the Peace Commission.
In 2006, he was a Senator of the Republic. He has been a Senator for 3 terms: 2006-2010; 2010-2014 and 2014-2018.
As director of the High Presidential Council for the RegionsVelasco will have to advise the President of the Republic and the Secretary General of the Presidency in relation to the policies, plans and programs that the National Government must advance in the regions.
