- The NGO Una Ventana a la Libertad denounces that in the country’s detention centers factors converge for the proliferation of diseases that endanger the health of prisoners
A Window to Freedom has denounced, not only this year, the risk faced by inmates due to the report on the increase in tuberculosis cases. However, on Wednesday, August 17, it was learned that epidemiology figures have revealed that around 400 prisoners in the preventive detention centers (CDP) of Los Teques, Carrizal and San Antonio de los Altos, Miranda state, are being stalked. for this disease.
In the report of the NGO in the detention center of the Miranda Delegation of the Scientific, Penal and Criminalistics Investigations Corps (CICPC) in Los Teques, they only have one bathroom for the detained population of around 200 inmates and who also lack the water service, so family members must bring large bottles.
These overcrowded and unsanitary conditions are factors that, when combined, become a risk to the detainees’ health. If one of them gets tuberculosis, the rest are in danger. A Window to Freedom warned that last week they had to take a detainee to a health center in serious condition for tuberculosis. They warn that given this reality, the health of the rest of the inmates is in danger.
Previous experiences
Two years ago, with the start of the pandemic, Una Ventana a la Libertad denounced two cases of tuberculosis in the cells of the Miranda State Police General Command (Polimiranda), located in Los Teques, Miranda state.
At that time, the relatives referred to the same problems that are currently found in the country’s detention centers: overcrowding and the problem of public services coupled with highly contagious diseases.
Although vaccination campaigns have been carried out for inmates against covid-19, the entities of the Nicolás Maduro regime have not treated inmates for diseases such as tuberculosis or scabies, two risky attackers for the prison population.
Symptoms and forms of contagion
Tuberculosis infection mainly affects the lungs and transmission occurs from person to person through a single drop that spreads in the air when the patient coughs or sneezes.
A person with a weak immune system is more likely to get infected, so they must take extreme prevention.
The most common symptoms are: persistent cough for more than three weeks, with blood or mucus in the expectoration, chest pain when breathing or coughing, weight loss for no apparent reason, fatigue, fever, sweating especially at night, chills and decreased appetite.
Latin American prisons and tuberculosis
Before the appearance of the pandemic, tuberculosis was considered the most dangerous infection in the world. Despite having been eradicated from some countries, in Latin America, especially in prisons, this disease is still latent.
Stanford University, United States, brought together a team of 13 researchers to produce a report entitled: The escalation of the tuberculosis crisis in prisons in Latin and Central Americawhere they expose the problem of this growing infection that alerts the Pan American Health Organization (PAHO).
The work, carried out by a team of 13 researchers, discovered that the increase in tuberculosis patients in Latin American prisons since the year 2000 increased by 206%, exceeding one and a half million people.
The researchers agreed that overcrowding is the common factor for the disease to increase. Given this, they warn that it is not only a public health problem but that it is a case of violation of Human Rights.
violence in the background
Deaths due to violence within prisons in the country are not as common as the reports of sick, malnourished and deceased without government attention.
This was stated in July of this year by Carolina Girón, director of the Venezuelan Prison Observatory (OVP), who denounced that between 1999 and 2021 there were 7,792 deaths, the majority due to malnutrition and tuberculosis.
At that time, he called not only to educate those who care for inmates about this scourge that threatens them, but also to comply with the so-called “Mandela Rules”, which are 122 standards established in the United Nations Minimum Rules for the Treatment of Crime. Prisoner, which highlights the minimum health and food conditions required by those serving or awaiting a sentence.
Regarding this, the director of Una Ventana a la Libertad, Carlos Nieto, has repeatedly denounced that tuberculosis is the prison epidemic. “It is in all the prisons and all the preventive detention centers in Venezuela and none has been treated,” Nieto said in an interview for Unión Radio in April of this year.
He also indicated that the lack of health care and official records hinders the work of those who work for the human rights of prisoners in the country.
