Mackay is a lawyer for the National University of San Marcos. In addition, he is an internationalist and president of the Peruvian Institute of International Law and International Relations. He has been a professor of international law at the Inter-American Juridical Committee of the OAS and a full member of the Peruvian Society of International Law. He has also been dean of the Faculty of Law at UTP.

President Pedro Castillo announced this Friday, through a message on Twitter, that he did not accept the resignation of Prime Minister Aníbal Torres, who had announced that he was making his position available as head of the Ministerial Cabinet.
Through his Twitter account, the president explained that the head of the Presidency of the Council of Ministers he promised to “continue working for our country”.
Hannibal Torres had made his position available last Wednesday in a letter addressed to the president peter castlein which he thanks the trust placed in him and announces that he will return to his job as a university professor.
