“Circumstances beyond my control prevent me from accompanying him in the significant and historic ceremony (…) The Congress of the Republic You have not granted me the permission I require to leave the national territory, as established by the Political Constitution of Peru“, says the letter.
Likewise, the head of state said that the Parliament’s decision “is not consistent” with the “historical” relations between the two countries.
“I assure you that the decision of the Congress of the Republic does not agreein any way with the towering assessment that my Government assigns to the historic relations of friendship, cooperation and desire for integration that unite to our countries,” the document refers.
Vice President will travel to Colombia
President Castillo’s letter indicated that, in his place, the vice president will attend Dinah Boluarte.

Congress denied authorization
